How the Subansiri Dam changed the debate on rivers and development in North-east India

The Lower Subansiri dam was built to deliver energy and development. Decades of resistance reveal deeper questions about river ecology, livelihoods, participation, welfare and how infrastructure gains legitimacy.

When the 2,000 MW Lower Subansiri Hydroelectric Project (LSHEP) was first conceived on the Assam and Arunachal Pradesh border, it represented India's ambitions for hydropower development in the north-east of India. Planned as the country's largest hydropower project, the dam was expected to provide clean energy, improve regional infrastructure, generate economic opportunities and serve strategic interests in a geopolitically sensitive frontier.

More than four decades after planning began, however, the Lower Subansiri project has become more than an engineering project. It has emerged as a prolonged contest over a river, its ecological risks and the communities whose lives and livelihoods depend on it. It has also raised questions about how large infrastructure projects are debated, contested and eventually accepted.

A recent academic paper based on extensive fieldwork conducted in 2024 across Gerukamukh, North Lakhimpur and Dhemaji districts of Assam explores this transformation in remarkable detail. Drawing on interviews with affected communities, civil society organisations, activists and government officials, the study examines how resistance to the Lower Subansiri project evolved over time and how state institutions gradually shifted public opinion through welfare programmes, livelihood interventions and development narratives. 

The paper argues that the story of the Lower Subansiri dam is not simply about hydropower. It is about power itself: who defines development, whose voices are heard, how dissent is managed and how consent is manufactured in ecologically fragile regions. 

As the project moves towards commissioning during 2025–26, the lessons from Subansiri extend far beyond Assam and Arunachal Pradesh. They raise fundamental questions about the future of large infrastructure projects across India.

From a river-dependent economy to a people's movement 

The origins of the conflict can be traced to the late 1990s and early 2000s when communities dependent on the Subansiri River began expressing concerns about the potential consequences of dam construction. For farmers, fishers and indigenous communities, the river was not merely a water source but the foundation of local economies, cultural identity and social life.

Initially, opposition was neither unified nor ideological. Local organisations such as the All Assam Students' Union (AASU), Takam Mising Porin Kebang (TMPK), Krishak Mukti Sangram Samiti (KMSS) and others sought greater transparency, stronger environmental safeguards and meaningful participation in decision-making processes rather than outright cancellation of the project.

The turning point came as construction activities intensified and visible environmental changes began to emerge. Concerns over downstream flooding, riverbank erosion, seismic risks, biodiversity loss and livelihood disruption transformed conditional support into organised resistance. By 2008, more than two dozen organisations had joined forces under a common anti-dam platform.

What made the Subansiri movement significant was its emphasis on scientific scrutiny. Civil society groups successfully pushed for expert committees comprising scientists and academics to evaluate downstream impacts and seismic vulnerabilities. The expert assessments subsequently validated many of the concerns raised by activists, particularly regarding flood risks and geological uncertainties.

The resulting mobilisation culminated in large-scale protests, road blockades and public campaigns that eventually halted construction in 2011. For nearly a decade, the project remained stalled amid technical reviews, legal scrutiny and political negotiations.

Yet the significance of the movement lay not only in its ability to stop construction. It also challenged a long-standing assumption in Indian development policy: that large infrastructure projects automatically represent public interest.

The ecological questions that refuse to disappear

The study highlights that ecological concerns remained at the centre of opposition throughout the project's history. Activists, researchers and local communities repeatedly questioned whether existing environmental assessments adequately captured the cumulative impacts of dam construction in a geologically fragile and ecologically sensitive basin. 

Downstream communities expressed fears regarding altered river flows, increased flood risks, erosion and impacts on fisheries. Many interviewees described how their livelihoods remained deeply dependent on the natural rhythms of the river. Farmers worried about agricultural productivity, while fishers highlighted changes in aquatic ecosystems. 

The project's location in a seismically active region added another layer of concern. Northeast India lies within one of the world's most earthquake-prone zones, raising questions about dam safety and long-term risk management. Although multiple expert reviews recommended design modifications and mitigation measures, scepticism persisted among civil society organisations and affected communities.

What is particularly striking is that these concerns never fully disappeared, even after construction resumed in 2019. Interviews conducted by the researchers reveal that many residents continue to express anxiety about erosion, sudden water releases and downstream impacts. The study records testimonies from fishers and farmers who believe that ecological uncertainty remains unresolved despite years of technical assurances.

This persistence of ecological concerns offers an important lesson for infrastructure governance. Technical clearance is not necessarily equivalent to social legitimacy. A project may satisfy regulatory requirements while continuing to face trust deficits among affected populations.

For future hydropower development, India must move beyond project-level Environmental Impact Assessments towards basin-wide cumulative impact assessments. Rivers function as ecological systems, not isolated engineering sites. Evaluating dams individually often obscures broader impacts on sediment transport, biodiversity, fisheries and downstream communities.

Equally important is the need for continuous environmental monitoring. Rather than treating environmental assessment as a one-time exercise conducted before construction, monitoring should continue throughout construction and operation, with publicly accessible data and independent oversight mechanisms.

How resistance turned into acceptance

Perhaps the paper's most fascinating contribution is its analysis of how public opinion evolved during the prolonged construction period.

After years of confrontation, the state and project authorities gradually adopted a different strategy. Instead of focusing solely on technical justifications, they increasingly invested in welfare programmes, livelihood initiatives and community development interventions. These included support for piggery, sericulture, handloom enterprises, road improvements, electrification and local employment opportunities. 

The researchers argue that these interventions fundamentally reshaped perceptions of the project. For many residents, particularly younger people and women, the dam became associated not with ecological risk but with economic opportunity. Livelihood programmes created new beneficiaries whose experiences with project-linked development differed significantly from those of earlier protest movements. 

The paper draws upon the theoretical insights of scholars such as Antonio Gramsci and Michel Foucault to explain this shift. It suggests that consent was generated not through coercion but through what the authors describe as "persuasive politics" and "manufactured consent"—a process in which development narratives became embedded within everyday aspirations and livelihood opportunities. 

This shift also contributed to fragmentation within civil society itself. Organisations that once operated as a unified coalition increasingly differed in their responses to state-led interventions. Some viewed engagement as a pragmatic necessity, while others saw it as co-option. The result was a weakening of collective resistance and a growing divergence between activists and sections of the local population. 

Yet acceptance remained uneven. Older residents, river-dependent communities and long-time activists often continued to express concerns regarding ecological risks and cultural loss. Rather than producing universal support, development interventions created a more fragmented public sphere in which different groups interpreted the project through different experiences and interests. 

The implication is profound. Infrastructure projects do not simply transform landscapes; they transform social relationships and political identities. Development becomes not just an economic process but a narrative contest.

Beyond Subansiri: Rethinking development in India's frontier regions

The Lower Subansiri experience offers critical lessons for policymakers as India pursues ambitious infrastructure expansion in the Northeast and other ecologically sensitive regions.

First, public participation must begin before project decisions are finalised. Too often, consultations occur after major decisions have already been taken. This creates the perception that public hearings are procedural obligations rather than meaningful opportunities for influence. Genuine participation requires involving local communities during project design, alternative assessment and risk evaluation stages.

Second, benefit-sharing frameworks must be institutionalised rather than treated as discretionary corporate social responsibility initiatives. Communities that bear environmental and social risks should have legally protected rights to long-term benefits. These could include revenue-sharing mechanisms, local electricity allocations, livelihood funds and ecological restoration investments.

Third, cumulative river basin planning should become mandatory. The Northeast is witnessing an unprecedented expansion of hydropower development. Assessing projects individually ignores interconnected ecological impacts and increases the likelihood of conflict. Basin-level planning can help balance energy security objectives with environmental sustainability.

Fourth, independent environmental oversight must be strengthened. Regulatory institutions should have the authority, technical capacity and autonomy necessary to evaluate compliance throughout project lifecycles. Public trust depends not only on technical competence but also on institutional credibility.

Fifth, governments must recognise that development legitimacy cannot be purchased solely through welfare schemes. Roads, jobs and livelihood programmes are valuable and necessary, but they cannot substitute for addressing fundamental concerns regarding environmental risk, cultural identity and democratic participation.

Learning from a river that has remained contested

The Lower Subansiri Hydroelectric Project demonstrates that a large dam is more than an engineering structure. Its construction and operation can reshape a river system as well as the economies, livelihoods and relationships of the people living along it.

As the project approaches commissioning, the question of whether it will generate electricity is no longer the central uncertainty. The more consequential question is what India can learn from the decades of conflict surrounding the Subansiri.

The experience points towards a development approach in which energy needs are considered alongside river ecology, local livelihoods, participation and social legitimacy. It also highlights the importance of understanding rivers as connected systems rather than as sites for individual infrastructure projects.

For the communities living along the Subansiri, the river has long been a source of water, livelihood, food and cultural identity. For the country, it represents a significant source of hydropower.

Reconciling these interests will remain an important test of how India approaches infrastructure in its fragile and contested frontier regions. The lessons from Subansiri therefore extend beyond one dam or one river. They concern how development decisions are made, how environmental risks are managed and how communities participate in shaping the future of the rivers on which they depend.
