What is the best way to lift water from stream(surface water) which is 50 feet depth?

Pettugodalu is a small village in Hukumpeta, a tribal mandal of Visakhapatnam District with 150 members. The village has 30 acres of the land, 100% dependent on rainfall. There is a stream passing at 200 feet distance to the land and at a depth of 70 feet where from June to January, water flows at 3 feet height. The villagers are ready to give half of acre of land for storing the water. But, the issue is that all the villagers are wage seekers, and cannot invest from their pockets. The panchayat has come forward to invest 10,000 rupees to bring the water to these 30 acres. What is the best way/option to lift the water from side by stream which is 70 feet depth and how it could be stored in the half acre provided by the farmers? Will the ordinary motors used in the houses to lift water from the sump to the overhead tank be suitable for this? If we want to dig the borewell, how much will it cost?
