I want to start a mineral water plant in a rural area(Panchayat). I can't afford one with ISI standards. My consultant told me that I need not have ISI recognition to sell 20 litre water bubbles. Can I go forward with this word or there is any thing like one shoud have the ISI recognition to sell 20 litre bubbles also?

And could you please provide me with the detials of GOVT Clearances and approvals I should get before I start to install a plant. And where can I have my water tested and get report of that.
