We live in an apartment complex (about 650 apartments) in Bangalore. The STP has been built below our block in the basement. The ground floor has car parking and the apartments start from first floor. The sewage from all the 15 blocks come to our basement for treatment. The vibrations, noise and smell has been unbearable. Though shock absorbers and blowers have been installed by the builder after multiple complaints, the STP is not functioning properly and the lower floors are badly affected by it.

Is it legal to build the STP in the basement? If not, can anybody tell me the law/regulation that prevents it? The capacity of the STP is 3 lakh litres. Is that the correct size for an apartment complex of this size? Kindly provide any assistance possible.
