Borewell construction during rainy season in Hyderabad, AP - Need advice on the best time to drill

Hi Fellow Members/Experts,

Is it true that borewells are best drilled during summer and not during rainy season?

Is it possible to dig to user-specified depth (say 600 ft), even if water vein is found/struck without having to dig that deep (let's say at 400 ft)?

Context: I'm asking these questions on behalf of my friend, who is planning to install a borewell in Yousufguda/ Jubilee Hills area in Hyderabad. Typically, borewells are drilled to depths ranging from 550-700 ft in this area. 

He was advised not to install borewell during Nov/Dec because the rainwater runoff during recent rainy season could have collected at intermediate depths, and this may in turn cause "push back" preventing (further) drilling to desired depth.
