Bore well partial failure at 100 feet due to side earth crust breaking into pebbles at 100 feet deep and falling in it -Please advise

The site is with read soil with lot boulders, soft rock and hard rock.
Prior before drilling we have consulted Geologist of Ground water department as per his report/advise we have to go up to 250 feet.
The bore vendor had advised that 8 feet casing is sufficient and soil strata is hard enough and it will be sufficient we adhered to him and went for it, after 60 feet we found some muddy water coming up and subsequently after some feet water was stopped and latter at 110 feet the bore vendor stated that the side earth at 100 feet is falling down and said it not advisable to drill further, if you drill further the bore rod may struck and we may not able to remove it, and so he stopped.
Pls advise in this situation what we have to do to have proper bore.
