On the south-western edge of Guwahati lies Deepor Beel, a vast freshwater wetland that has long shaped the ecological identity of Assam. Every winter, migratory birds descend upon its waters from distant regions of Central Asia. Elephants move through its forested fringes along ancient wildlife corridors, while fishing communities depend on its aquatic resources for survival. During the monsoon season, the wetland silently absorbs excess rainwater and protects Guwahati from floods.
However, Deepor Beel stands at the centre of another environmental controversy that has reignited concerns over the future of one of North East India’s most fragile ecosystems. The recent felling of trees for the construction of a 4.7-kilometre elevated railway corridor near the wetland has triggered protests from environmentalists, local residents, and conservation groups.
Railway authorities have defended the elevated rail corridor project as a necessary intervention to reduce elephant deaths caused by train collisions along the Kamakhya–Jogighopa railway line. Yet the ecological destruction unfolding around Deepor Beel reflects a deeper crisis: the continued marginalisation of ecological concerns in the pursuit of infrastructure expansion.

Deepor Beel is not merely a waterbody on the outskirts of Guwahati; it has been recognised as a Ramsar Site of international importance since 2002 and is one of the largest freshwater wetlands in the Brahmaputra Valley, as well as an Important Bird Area identified by BirdLife International. More than 200 species of birds, including migratory and globally threatened species, depend on the ecosystem. The wetland also supports reptiles, amphibians, fish species, elephants, and countless aquatic organisms that sustain a fragile ecological network.
Its importance extends beyond biodiversity. Deepor Beel functions as Guwahati’s natural stormwater reservoir, absorbing excess monsoon runoff and reducing urban flooding in a city increasingly vulnerable to climate-induced disasters. Wetlands such as Deepor Beel also regulate local temperatures, recharge groundwater, filter pollutants, and act as natural carbon sinks.
For indigenous and fishing communities living around its periphery, the wetland is not simply an ecological resource but a source of livelihood, food security, and cultural identity. Declining fish populations and environmental degradation have already begun affecting local livelihoods, raising concerns over long-term socio-economic consequences.
Wetlands function as "natural infrastructure" because they perform ecological services that would otherwise require expensive engineered systems. The economic value of wetlands for natural flood protection can be substantial. A study published in the American Economic Review estimated that losing one hectare of wetland could increase annual flood-related costs by an average of US$1,840, rising to more than US$8,000 per hectare in developed areas. While these figures come from the United States and cannot be directly applied to Deepor Beel, they offer an indication of the economic value of wetlands in reducing flood losses and the potentially high cost of replacing their natural protective functions with engineered infrastructure.
Unlike concrete drainage channels and artificial flood control projects, wetlands naturally absorb rainfall, reduce flood intensity, recharge groundwater, and support fisheries and food security. Yet India’s urban development policies have historically treated wetlands as vacant land available for construction.
For Guwahati, Deepor Beel is not peripheral to development; it is fundamental to the city’s environmental survival. As climate change intensifies rainfall variability and urban flooding across Indian cities, the destruction of wetlands could create ecological and economic costs far greater than the short-term gains of infrastructure expansion.

Despite its significance, Deepor Beel has suffered from decades of ecological degradation. Urban expansion, illegal encroachments, sewage discharge, industrial pollution, railway infrastructure, and the Boragaon garbage dumping site have steadily weakened the wetland ecosystem. The wetland, which once covered nearly 4,000 hectares, has drastically shrunk because of unchecked human intervention. Fish mortality, declining water quality, habitat destruction, and the disappearance of migratory bird populations have become recurring realities.
The crisis surrounding Deepor Beel also reflects failures in urban planning and environmental governance in Guwahati. Rapid concretisation, construction over wetlands and hills, encroachment of drainage channels, and weak enforcement of environmental regulations have intensified ecological stress across the city. Guwahati’s expansion has increasingly ignored ecological geography, treating wetlands as obstacles to development rather than systems essential for urban sustainability and climate resilience.
The present controversy began after tree felling started for the elevated railway corridor project near the Deepor Beel Wildlife Sanctuary. According to official estimates, nearly 200 trees, including mature teak trees, are expected to be removed. Ironically, the project itself is being promoted as a wildlife-friendly intervention aimed at reducing elephant deaths caused by speeding trains. While conservationists acknowledge the need to prevent wildlife fatalities, the ecological safeguards surrounding the project remain inadequate.
Local conservation groups have alleged that conditions imposed by the Ministry of Environment, Forest and Climate Change are not being properly implemented. The Ministry had reportedly directed that only the minimum possible number of trees be felled and that scientific transplantation of affected trees be undertaken wherever feasible.
The controversy also exposes contradictions within environmental governance itself. Deepor Beel enjoys legal protection as a Ramsar Site and falls within an eco-sensitive landscape. The National Green Tribunal and the courts have repeatedly raised concerns over unchecked developmental activities near the wetland. Yet ecological degradation continues with limited accountability. These concerns are not limited to tree loss alone; habitat fragmentation may intensify ecological stress within a landscape already weakened by decades of neglect, resulting in silent species loss—where reptiles, amphibians, pollinators, aquatic organisms, and migratory birds gradually disappear without public attention
In response to criticism, railway authorities have announced compensatory afforestation measures and assured that hundreds of trees will be planted in place of those felled. However, plantation drives cannot compensate for the loss of mature ecosystems. Newly planted saplings cannot immediately replicate the ecological services provided by old-growth trees, which regulate temperature, stabilise soil, absorb carbon, and maintain hydrological balance within ecosystems that have evolved over decades.
Moreover, compensatory afforestation programmes across India often suffer from low survival rates, poor monitoring, and ecologically unsuitable plantation practices. Monoculture plantations frequently fail to restore the biodiversity and ecological complexity of original habitats. The debate surrounding Deepor Beel, therefore, extends far beyond the arithmetic of "trees cut versus trees planted".
The Deepor Beel controversy reflects a broader environmental dilemma unfolding across rapidly urbanising regions of India. Infrastructure expansion and ecological conservation are often presented as opposing goals. Yet sustainable development cannot exist without protecting ecosystems that support climate stability, biodiversity, public health, and urban resilience. Wetland degradation can contribute to water contamination, declining natural water purification, mosquito breeding, and broader sanitation problems. Ecological decline, therefore, directly affects human well-being.
India’s infrastructure planning frequently treats ecosystems as "empty land" available for diversion, rather than as living systems essential for survival. This development model risks undermining long-term ecological security in pursuit of short-term economic gains.
The answer, however, need not be a choice between infrastructure and conservation. Ecologically sensitive infrastructure design can reduce the environmental costs of development. Alternatives such as tunnelling beneath particularly sensitive stretches, rerouting alignments away from critical habitats, and using smaller-footprint piers and foundations can minimise habitat fragmentation and vegetation loss. Construction schedules can also be planned around ecological cycles, with restrictions during peak bird migration, breeding, and nesting periods. Such measures require environmental considerations to be incorporated at the design stage, rather than treated as mitigation after a project has already been approved. For wetlands such as Deepor Beel, the principle should be simple: infrastructure should be designed to accommodate ecological systems, not ecological systems altered to accommodate infrastructure.
Saving elephants while weakening the wetland that sustains them reflects the paradox at the heart of modern development
Deepor Beel today represents more than a local environmental conflict; it symbolises the difficult choices confronting India’s development trajectory in an era marked by climate uncertainty and ecological vulnerability. The elevated railway corridor may eventually reduce elephant deaths and improve rail connectivity, but the future of Deepor Beel will ultimately depend on whether development is pursued with ecological sensitivity or through the continued fragmentation of natural landscapes.
If Deepor Beel continues to shrink under mounting developmental pressures, Guwahati may lose not only one of its greatest natural treasures but also a critical ecological shield protecting the city from environmental collapse. The silence spreading across Deepor Beel is, therefore, not merely the loss of trees or birdsong; it is a warning policymakers can no longer afford to ignore.
