Legal aspects regarding responsibilities & ownership of STP in an apartment complex in Bangalore, Karnataka


I am staying in an apartment in Bangalore, and the STP is in the basement of our block. The STP is not functional (for the last 2 years) and the Owners Association is not acting on this to rectify it.
How can the owners of the block take this issue forward?  Who is responsible for this?  Is it the Builder or the Owners Association?

When the does the ownership of maintaining the STP is passed on to the association from the builder? What is the criteria for this transfer. Is there any grievance cell of Pollution Control Board which addresses this issue?
