What are geo physical/ features of this region ? We get 150 inches rain !

Based on a water diviner who said water would be found at 250 feet I tried  a bore upto 260 feet and found no water. For the first 30 feet there was red laterite then for the next 230 feet greyish clay. The driller claimed that rock was struck at 250 feet by showing some very small pebbles and wanted o put casing pipe - but I stopped him as the cost would be huge. A bore well about a kilometre away near the vengurla lighthouse struck water 1.5 inch at 250 feet but the bore struck rock at 70-80 feet. Does the presence of rock necessary for the bore to strike water ? I want to dig another borewell but how do I increase my chances of striking water ?
