Queries on cleaning the casing pipe of a borewell in Peenya, Bangalore, Karnataka

We recently drilled a Borewell and the details are as follows. The location of the borewell is in Bangalore, at Peenya (1 km away from Kennametal Widia Factory).

Dia : 6"
Drill Depth: 205 Ft
Casing Depth : 185 Ft (100 ft of 3mm & 85 ft of 2mm)
First Water Source : 120 - 130 Ft (as per the driller)
Drilling Stopped : Due to caving of soil and small jelly white stones at 205 Ft.
Water confirmed by driller : 1"

Initial Problem :

If the water source is at 120-130ft & Casing is till 185 how can driller promise water? To check the same when we checked with a temporary submersible we were able to pump water @rate of 200ltr in 5 minutes. The submersible did not go beyond 143 ft and was hitting soil.

Further Issues:

1. We have a big gap around the casing pipe. Say 4" on either side.  This gap continues for a very long depth. How should we cover this.?.  Will closing this gap with big stones help.  Can we send  collected rain water into this gap filled with big stones.?

2. The casing is cut at 145 and soil/stones have caved in onto the casing below 145 feet till 185 feet. Should we clean this casing.  If so how should we clean the same?

3. Altering or cleaning the filled casing at this existing position will run the risk of loosing/closing the exsting water source.  Should we clean or leave it as it is.
