Our apartment consist of 16 flats situated in Pune we have tank above building having capacity of 10k ltrs

Current position : From upper tank 4 lines of 1 1/2" size has gone up to ground floor and 1/2" connection is given to each floor flat which is perpendicular to main line

Problem : Whenever water supply starts it goes direct to the ground floor, till the time this 1 1/2" line gets filled with water water do not come to top floor and maximum water being gets distributed to ground floor and upper flat owners gets dependent of ground floor people

My question is that what is the easiest and proven method to equally distribute water ( with having same size connection) to all units?
