I am from Chiplun in Ratnagiri district. My village, Terav, is located on hill top. I am having two borewells of 300ft deep each. During summer season I hardly get 300 lts. of water. I am planning to construct underground  tank to collect rainwater. Please give me design details for the same.

Also please suggest if I need permission from gram panchayat for this
