Intermittent water supply from borewell

We have a borewell 700 ft deep and get 3" water from it. In it is installed a 15 HP motor and and it supplies water to 100 houses. But now , after power is switched on , 3" water pumps for 5 minutes and then stops; and thereafter water comes in bursts.

We noticed that if we switch off the motor for 5 mins and then switch it on again, the 3" water pumps for 5 mins.

My question is if by switching off motor for 5 mins, we get a water storage for pumping 5 mins, then why does the intermittent supply occur?
