We wish to start a water plant near Pallipalayam region. We have a water of 5 inch through bore well, which is 250 meters from river Cauvery. We did our water test from the lab and the water is of drinking quality and TDS is below 200. We use RO for drinking water and we can bring the TDS down to 50.

Our questions are:

1. Is there is a stay order for starting water plant at the moment? If so there is a stay order, any assumptions when it will cancelled? Post elections?
2. We belong to semi critical region though we lived 250 meters from cauvery river. Are we allowed to set up plant in the area? What are the exemptions?
3. As we live in village panchayat, should we get our NOC from VAO or panchayat leader or from municipality? What if we get a NOC, is there any business threat,we should consider, say for example villagers complaining depletion of ground water? Though we are taking only 100% recharge Volume for semi critical condition? What should be considered to stay in business?
4. Who are the preferred vendors in the region for setting up labs,machineries?
5. How can the recycled water be used? What are the waste treatment options and making sure we are environment friendly?

Vijay from previous threads gave insights in the business. But any thoughts or knowledge would help.
