Draining of borewell

Hello,

We have drilled a borewell on our farm. First level broke at around 100feet, thereafter at 250 feet drilling. Mud was little moist at those levels and at 700 feet depth there was good amount of water coming out. At 725 feet water stopped coming out.

Rig operator says that the water that was available at 700 feet drained out in a dry level at 725 feet and hence it will not be worthwhile to continue with the drilling and we abandoned the drill. After the rods were disconnected we could hear water gushing. It has been a year now and we could still hear water flow. Can we do something to reclaim the water- plug the dry level with something may be? Please suggest.
