1. Background

Welthungerhilfe (WHH) India and Viva con Agua (VcA) are implementing the Universal Languages for Behaviour Change (UL4BC) programme—an innovative Behaviour Change Communication (BCC) initiative that promotes sustainable Water, Sanitation and Hygiene (WASH) behaviours through football, art, puppetry, music and other creative community engagement approaches. Following the successful completion of UL4BC Phase I (2022–2025), the programme has entered Phase II with a focus on institutionalisation, evidence generation and scaling. Over the past four years, the programme has generated a rich archive of reports, photographs, videos, beneficiary stories and communication materials that now need to be transformed into engaging digital content. At the same time, ongoing field activities provide opportunities to create fresh stories and document the programme's journey.

WHH India seeks to engage an experienced individual consultant or agency to strengthen the digital presence of @VivaConAguaIndia across Facebook, Instagram and LinkedIn through strategic storytelling, creative communication and high-quality content creation.  

2. Purpose of the Assignment

The purpose of this consultancy is to develop and implement an engaging communication approach that showcases UL4BC's impact, people and learning while strengthening its digital visibility and audience engagement. Applicants are encouraged to propose innovative and creative approaches that reflect the values and spirit of Viva con Agua. 

3. Scope of Work (Mostly Remote work with occasional traveling)

The selected consultant/agency will be expected to:

  • Develop a communication and social media strategy for the consultancy period.

  • Review and creatively repurpose existing programme reports, photographs, videos and communication materials into engaging digital content.

  • Undertake periodic field visits to document programme implementation and develop new stories, photographs and videos.

  • Manage and grow UL4BC India's presence across Facebook, Instagram and LinkedIn.

  • Develop creative campaigns and communication products for key events and programme milestones.

  • Monitor communication performance and provide recommendations for continuous improvement.

Applicants are encouraged to propose their own methodology, workflow, creative concepts, content formats, posting strategy and engagement approach. 

4. Expected Deliverables 

  • The consultant/agency will be expected to deliver, at a minimum:

  • Inception Report with methodology, work plan and communication strategy.

  • Six-month content/editorial calendar.

  • Regular social media content across Facebook, Instagram and LinkedIn.

  • Creative communication products developed from archived programme materials.

  • Fresh photo, video and storytelling content from periodic field visits.

  • Monthly analytics and progress reports.

  • Final consultancy report with key achievements, lessons learned and recommendations.

  • Applicants may propose additional deliverables that add value to the assignment.     

       5. Duration 

Six months from the date of contract signing. 

6. Eligibility 

Applicants should demonstrate:

  • Experience in strategic communications, digital storytelling and social media management.

  • Strong photography, videography and content development skills.

  • Experience working with NGOs, development organisations or social impact programmes.

  • Excellent writing and visual communication skills.

  • Ability to travel to project locations when required.

  • Experience in WASH, Behaviour Change Communication or community development will be an added advantage.

7. Proposal Submission 

Interested consultants/agencies should submit the following: 

Technical Proposal (Maximum 8 pages) 

Including:

  • Understanding of the assignment

  • Proposed methodology and creative approach

  • Work plan and timeline

  • Team composition (if applicable)

  • Relevant experience and portfolio

Financial Proposal 

Including all professional fees and anticipated costs. 

Portfolio 

Please include examples of similar assignments completed in the past. 

Creative Assignment (Mandatory) 

  • To help us understand your creativity and strategic thinking, applicants are requested to submit:

  • two-page communication concept note describing how you would position UL4BC India digitally.

  • sample one-week content calendar for Facebook, Instagram and LinkedIn.

  • Two sample social media posts (text and creative concept) based on publicly available information about UL4BC.

  • One concept note/storyboard for a short reel or video (production not required).

  • A brief note explaining how you would measure the success of this consultancy.
