 Terre de hommes Foundation, an international NGO working for the rights of children in more than 30 countries, is currently seeking a Senior WASH Project Manager cum Engineer.

Location: Port Blair and Baratang on Andaman & Nicobar Islands,  with on field presence in Baratang for not less than 15 working days.  

Supervises: Currently no staff supervision. Working closely with the WASH regional advisor and the WASH resource person in Switzerland, by seeking advice proactively if need arises

Duration of assignment:  Initial contract for 1 year, renewable based upon performance. Starting date:  not later than 1st   March 2010 

The candidate will have the overall management responsibility over a WASH/health project on Baratang Island and contributes with technical support to WASH components of other projects in India. Besides, he will be the focal point for WASH issues in our delegation team. In emergencies, he participates in assessment and planning of relief and rehabilitation activities related to WASH.      

Short project description:

30 months project on Baratang Island, aiming at rehabilitation of sanitation and water supply infrastructure of all 8 schools on the Island, coupled with an intensive hygiene education component. Additionally, the project will provide household latrines and health & hygiene education on community level. The project works closely with Panchayats and facilitates development of Village health plans within the framework of NRHM. A component of disaster risk reduction in schools aims at reducing risks of seismic quakes.   

Managerial Responsibilities

  • Overall Management of a WATSAN project in ANI as the priority commitment with a   role in planning, monitoring and technical support in WASH components of other projects in the country implemented through local partners.
  • Represent Tdh in the field, with professionalism, honesty and commitment. S/he will respect local customs and local conditions and ensures good communication among Tdh and partners.
  • Ensure timely delivery of the agreed outcomes   of the project as outlined in the project proposal    and thus contributing to overall project/programme success.
  • Monthly written reporting to the Delegation office   on project outcomes.   Reporting to the resource person/regional advisor, as agreed with the Delegate.
  • Collaborate with MCH programme officer regarding community mobilization and work in the villages.
  • Participate in elaboration of  training material / provide training related to operation and maintenance of WASH infrastructure
  • Prepare donor reports in the prescribed format after receiving reports from partner organisation.
  • To undertake other related tasks that may be determined from time to time by the Programmes Manager or the Delegate.

Technical  Responsibilities

  • On site supervision of all WASH components of the projects in Andaman Islands, in close collaboration with the Senior Manager and engineer from the partner organisation.
  • Supervise procurements and participate as member in the procurement committee for tendering processes.
  • Carry out testing of water quality using Del Agua kit in all schools and explore potential water treatment
  • Propose waste water treatment solution after septic tank in order to guarantee environment protection (estimation, design) construction material and labour costs quotations.
  • Check the statement of materials used for constructions& repairs and the total cost (materials, labours, tools) every month (follow up of the building cost)
  • Supervise procurements and participate as member in the procurement committee for tendering processes.
  • Monitor progress and quality of construction & repair activities, control of timetable and financial statements.
  • Ensure compliance with technical standards agreed in the project proposal and always in consistency with internationally accepted standards.
  • Participate in assessment, strategic planning, and elaboration of technical plans using AutoCad and BoQs for new upcoming WASH projects (long term and emergencies).

Child Protection Policy

  • Commits to respect the Tdh Child Protection Policy
  • Commits to inform the delegation office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.

Candidate specification

  • A qualified civil engineer with a minimum of 5 years post qualifying work experience in water and sanitation project, preferably in the development sector. Proven experience of managing a project for at least 3 years in a senior post is imperative.
  • A thorough and contemporary knowledge of water and/or sanitation issues in India (preferably sanitation). Experience / knowledge of Ecological Sanitation will be a distinct advantage.
  • A definite asset would be experience of having worked in emergency settings.
  • Process and outcome oriented individual who can work independently and is a self starter.
  • Strong communication and negotiation skills. Able to maintain smooth relations with partner organisations, and tactfully and respectfully communicate with both Government and Community stakeholders.
  • Is fully computer literate and additionally can also work in AUTOCAD
  • Fluency in Hindi and English. Good command of written English. Other languages especially Telegu is an advantage
