Department of Science and Technology (DST), through Consultancy Development Centre (CDC), invites Expression of Interest (EoI) to provide solutions for water challenges under Technology Mission: Winning, Augmentation and Renovation (WAR) for Water from Indian and overseas Enterprises.

The Technical Expert Committee, on the directions of the Hon’ble Supreme Court, has identified 26 water challenges, relating to low per-capita availability of water, purification of contaminated water, management of reject from water related technologies, water body disuse, water storage, improved water cycle management, non-optimal use of water in agriculture, water winning and mining in water starved area, river flood management, etc.

DST proposes to engage Enterprises for implementing solutions in various clusters (villages) in different parts of the Country. Plan Document on Technology Mission: WAR for Water and the Clusters identified for implementation of the solutions can be downloaded from DST's website.

Scope of Work:

• Provide technically and economically viable solutions to all the water challenges, as listed in the Plan Document cited above.
• Implement pilot projects to provide solutions on turnkey basis for water requirement, preferably for all purposes (drinking, livestock, agriculture, industry, etc) in the clusters, as listed in DST's website. Solutions meeting the requirement of drinking water, including reject management, will also be considered.
• Up scaling of successful pilot trails in the same water basins and subsequently in different water basins at the level of 100,000 population.

Eligibility Criteria:

• Experience: Enterprises with at least 5 years of experience in managing and providing solutions to water challenges.
• Turnover: Enterprises having annual turnover of Rs 50 Million or above in the last three financial years (2007-08, 2008-09 and 2009-10).

Enterprises, meeting the above criteria, may send the EoI, alongwith the following documents:

1. Details of Enterprise in the prescribed format (download from DST's website).
2. Copy of Certificate of Registration/evidence of legal status.
3. Copy of Audited Accounts/Certificate from Auditors in support of turnover for the years 2007-08, 2008-09 and 2009-10.

The offers submitted by the Enterprises will be evaluated as per the eligibility criteria and the details provided in the prescribed format. Shortlisted Enterprises will be issued Request for Proposal (RFP) for submission of detailed technical and financial proposal for providing solutions for specified water challenges.
