B. Project Background
As part of the German Federal Government's national hydrogen strategy, GIZ is supporting the government (MNRE) in developing a global green hydrogen (H2) economy. The aim is to promote sustainable economic development in India by developing the new hydrogen sector and overarching Power-to-X (PtX) concepts in cooperation with companies and civil society. This includes providing technical and strategic advice on suitable framework conditions and capacity building, as well as supporting the identification and development of green H2/PtX projects and investments.
C. Responsibilities
Technically qualitative and timely services for the Green Hydrogen project.
Ensuring excellent communication flow of information with the project partners, within the project, GIZ India office, head office in Germany and all GIZ offices with which regular contact is maintained.
Plan and prepare tender packages for service providers to be contracted (terms of reference, budget, process support for procurement of external services, liaison with consultants and quality assurance of services) and oversee implementation of services.
D. Core scope of tasks:
Supporting the energy cluster with a focus on green hydrogen on regulation, technologies and sustainability.
Technical and conceptual advice to India’s partner institutions on green hydrogen.
Preparation of tender documents for subcontracts to research and consulting institutions, as well as coordination and steering of the consulting institutions.
Mapping, monitoring, knowledge management of - and reporting on - policy development, market development, funding schemes and regulation on green hydrogen in India.
Participation in committees and initiatives on the topic of green hydrogen in India.
Conception, preparation, implementation and evaluation of information, dialogue and training events on green hydrogen, as well as establishment of local networks.
Supporting the identification, operational planning, implementation and monitoring of project activities in India.
Coordination with other GIZ projects, as well as with projects of other donors in the fields of climate, energy and mobility.
Support of project communication activities, e.g., blogposts, newsletters and publications.
Support knowledge management, participation in the working groups of the international project team and report on project activities.
Other duties/additional tasks, if any
The position holder performs other duties and tasks at the supervisor’s request related to the nature of the position.
E. Required Qualifications, Experience and Competencies
Completed university studies (master’s degree or comparable) in the field of industrial engineering, economics, business, energy, environmental or political sciences or similar.
At least 5 years’ professional experience, preferably in the energy sector or policy consulting.
Knowledge of German is an advantage.
In-depth knowledge of the Indian energy market and energy policy.
Knowledge and experience in industrial decarbonization and climate policy, preferably related to green hydrogen and hard-to-abate sectors.
Experience in working with Indian authorities and a broad network of contacts in the field of energy and hard-to-abate industries in India.
Strong communication skills, also in an intercultural context, quick comprehension, high political sensitivity and the ability to process complex technical content.
Above-average cooperation skills, willingness to assume responsibility, strong interdisciplinary thinking.
Ability to stay calm and deliver under pressure and ability to multitask, prioritize, and manage time efficiently when under pressure.
Creates a positive team spirit where team members work together to achieve common goals.
Fluent in both Hindi and English.
