Third Sector Partners a leading CXO and board search firm in the Not for Profit Sector has been retained by a pre eminent international organization to hire the position of Wash Specialist across its offices in Ranchi, Raipur and Guwahati.

Reason for hire:

This Wash Specialists will work under the guidance of the Chief of Field Office, and work closely with the Education Specialist, Health & Nutrition Specialists as well as the Communication for Development/SPPME Officers, and with the State Government, District Administration , NGOs, communities and their representatives, the Staff Member (SM) will be responsible for designing, implementing and monitoring of the sanitation, hygiene behaviour and water supply components of the Child’s Environment Programme (CEP) in the state.  To the extent possible, interventions are to be informed by evidence of people’s knowledge, attitudes and practices relating to water supply, sanitation and hygiene, especially of women, children and the poor. Interventions are to be designed to promote social inclusion and reinforce -supported initiatives in other sectors.

The SM is based in the Field Office, under the daily supervision of the Chief of Field Office, and works in close consultation with other sectoral colleagues, especially Health, Nutrition, Education, and Communication for Development. She/he works at both the State and District levels.  She/he also takes leadership and sector specific guidance from the WASH Section at Delhi.

25%1.Influencing Policy and Building Partnerships

Analyses and existing WASH sector policies and policy environment, systems of management, risk allocation and coordination systems around WASH sector programmes relevant for children in the respective states. Review the impact, inclusiveness and sustainability of the Total Sanitation Campaign and the National Rural Drinking Water Prog (NRDWP) and support to these programmes. Recommends corrective actions to be taken by the respective State Departments to improve efficiency and effectiveness of WASH sector programmes to ensure progress towards the MDG’s. 

Convenes strategic partnerships to impact on overall children’s policies, to support WASH programmes and resources in the States

Interacts with national and international agencies and commissions, on the management of programme/projects. Participates in meetings with Departments responsible for programme/project review, and follows up on implementation of recommendations and agreements.

Assists in the development and/or introduction of new approaches, methods and practices in project management and evaluation for replication by the State Governments.

25%2.Technical Assistance, Capacity Building and Knowledge Management

Provide technical advice and support to government authorities and state institutes to plan and organize capacity building programmes for community water management, water quality surveillance and response planning, sanitation and hygiene promotion. Identify training needs for the purpose of capacity building and sustainability of programme/projects.

Provides technical expertise as required, facilitates learning exchanges as well as policy influencing.

Ensures critical gaps in information, knowledge and understanding relating to water supply, water safety, water resource management and sanitation and hygiene promotion are recognized and addressed by stakeholders in the states. Create interstate and inter-sectoral learning alliances, analyses documents and shares best practices.

15%3.Work planning and Implementation of Plan of Action Focusing on Integrated District

Responsible for the development and implementation of a strategically well focused Child Environment programme in the respective states leading to improved (flagship) government Water, Sanitation and Hygiene Education programmes and ensures compliance with specific assigned objectives. Provides guidance and support to subordinate staff (TAs and Consultants) to manage and implement the workplan.

Translate technical and social sector developments at national and state level to strategic programming in the integrated districts leading to improved conditions for women and children.

Coordinates with the Operations/Supply Sections on supply and non-supply assistance activities ensuring proper and timely accountability.

Provides programme/project inputs for donor proposals, as well as status reports required for programme management.

15%4.Monitoring and Evaluation

Facilitates the review of systems and capacity related to delivery of services to children and the interventions to improve such systems and capacities.

With guidance from the Technical Section, proposes designs for assigned programmes.  When agreed, prepares, implements, monitors and evaluates the assigned - assisted programme or specific project(s). Analyzes and evaluates data and/or takes corrective action when necessary, to meet programme/project objectives.

Contributes to and enables the concurrent monitoring and reporting on performance indicators of Government flagship programmes and /NGO managed programmes under the Project Co-operation Agreement.

Integrates input/advice from the relevant Technical Section. Supports/undertakes research that provides tracking on programmes of social inclusion.

15%5.Inter-sectoral collaboration

Proactively collaborates within state and/or sector with programme colleagues to give and receive knowledge and assistance. Ensures pooling of resources for more effective programming across the state.

Provides technical inputs, with support of the C4D Programme for the planning and formulation of Communication for Development initiatives around the WASH component of Child to enable more effective behaviour change at various levels..

5%6.Emergency Preparedness and Response

Working with Emergency Focal Point to ensure that CCCs are met following a major disaster through strengthening of strategic preparedness plans and capacity building.

The post is office-based, with frequent travel within the state and occasionally outside.
