Dutch WASH Alliance is looking for Programme Manager

Starting January 2011, the "Dutch WASH Alliance" with its public and private sector partners, will execute a five-year programme focusing on water, sanitation and hygiene (WASH) spanning 11 countries in Africa and Asia. The programme is co-financed by the Netherlands' Ministry of Foreign Affairs. Member organisations of the Dutch WASH Alliance are AKVO, AMREF Flying Doctors, ICCO, RAIN, SIMAVI and WASTE.

To successfully manage this programme and the alliance, the WASH Alliance is looking for a Programme Manager, with a strong track record in managing large international development programmes, proven experience in facilitating operational collaboration among NGOs and a solid knowledge of development cooperation trends. Knowledge of WASH is an asset.

Responsibilities and tasks

  • The Programme Manager is the final operational responsible for the successful execution of the programme by the Alliance and the implementation of the Ruling by the Netherlands' Ministry of Foreign Affairs. Under this responsibility, the Programme Managers' main tasks and other responsibilities are:
  • Manage the execution of the WASH programme within the Alliance structure, like developing work plans; budgets, setting-up and implementing an ME system and learning, preparing financial reports and reporting progress in terms of outputs, outcomes and impact;
  • Facilitate the effective and efficient functioning of the Alliance structure, consisting of a Steering Committee, Programme Group, Financial Group and other thematic groups and their interaction with Southern alliances and partners.
  • Report to the WASH Steering Committee in which the Dutch WASH members and independent experts from the South are represented.
  • Manage and provide coordination to the country programme managers in close cooperation with WASH partners in the South and Alliance members;
  • Coordinate and initiate fund raising as WASH Alliance, both in North and South;
  • Set-up and provide leadership to a Programme Office, which functions as secretariat of the Dutch WASH Alliance and gateway to the Netherlands' Ministry of Foreign Affairs and other donor.

Qualifications

  • Bsc / MSc with a minimum of 10 years of relevant programme management (execution) experience , preferably in Africa and / or Asia with, preferably, a good knowledge of WASH;
  • Proven experience in the interface of leading and facilitating collaborative NGO structures;
  • Inspiring leader, with good diplomatic and interpersonal skills, who is culturally sensitive;
  • Ability to work independently, manage complex processes and a strong result and service orientation;
  • Well developed financial management skills;
  • Excellent command of written and spoken English and conversational French. Knowledge of the Dutch language is desirable.

We offer
A challenging position in a dynamic and international working environment, with an initial contract for 1 year with Simavi, for at least four days per week. The intention is to extend the position after the first year. The full-time salary, based on age, qualifications and experience, is between € 3379,16 and € 4418,90 gross per month. In addition, there is a holiday allowance, admission to the pension fund and opportunities for training and personal development. The position involves regular travel in the Netherlands and abroad.
