Job Description – Chief Technical Officer (C.T.O.)

Location: Banswara / Jaipur, Rajasthan

Reports to: Secretary

Type: Full-time

Organizational Context

VAAGDHARA is a community-based organization working with tribal communities in the tri-junction of Rajasthan, Madhya Pradesh, and Gujarat. With a strong foundation in the principles of Swaraj, the organization aims to promote holistic rural development through agroecology, community-driven governance, children’s rights, and climate resilience. As we enter a new phase of organizational growth, VAAGDHARA is seeking a dynamic and experienced Lead – Information Technology and Systems to design and implement a robust, indigenous community-centric Management Information System (MIS) and Digital Learning Management System (LMS).

Job Purpose

This role will be central to digitizing and codifying data on tribal communities’ agriculture, climate-resilient practices, and traditional wisdom. The ideal candidate will be responsible for enabling and capacitating team on data-driven decision-making, supporting cross-regional knowledge exchange, and building internal capacities.

Key Responsibilities

A. Technical Leadership and System Development

Lead the design, development, and rollout of a robust MIS platform to track community data, program outcomes, and research insights.

Supervise the development and deployment of a user-centric LMS for cross-sharing of community knowledge and practices across different regions in India.

Ensure interoperability, scalability, and data integrity across systems.

Manage day-to-day IT support including troubleshooting of hardware/software/network issues.

Prioritize and assign IT support requests and ensure timely resolution through an internal help desk system.

Design, create and maintain IT infrastructure, assetsinventories, software licenses, and version control records.

B. Capacity Building and Documentation

Train internal teams, field staff, and CSO partners in digital tools, systems use, and basic IT troubleshooting.

Develop user manuals, standard operating procedures (SOPs), and technical documentation for all systems.

Coordinate digital literacy initiatives for rural users to enhance system adoption and sustainability.

C. Coordination with Vendors and External Agencies

Oversee the engagement of external consultants/agencies for development of MIS/LMS.

Evaluate deliverables and ensure compliance with project specifications, timelines, and data privacy protocols.

D. Strategic Technology Planning

Provide technical inputs to organizational strategies and operational plans.

Explore emerging technologies and propose innovative IT solutions for rural and tribal development.

Maintain up-to-date knowledge of sector trends and compliance requirements related to digital data governance.

Qualifications and Experience

Master’s degree in information technology, Computer Science, Data Systems, or related discipline.

Minimum 10 years of experience in designing, implementing, and maintaining IT systems.

Demonstrated experience in MIS/LMS platforms and digital capacity-building.

Experience working in or with development sector organizations is preferred.
