Must Have: - A Master and/or PhD in a course related to Masters or PHD degree in a course related to the project/programme's goals, specialisation in a field related to the project/programme's goals. - Minimally 6 years of professional working experience in programs focused on capacity building of public sector. - Good understanding of Capacity Development approaches and practices in the Indian public sector. - Skilled in networking and communicating with multiple stakeholders Preferable: - Good understanding of private sector partners for capacity development initiatives of the public sector. - Excellent inter-personal, presentation and communication skills. - Proven ability to work effectively in a multi-disciplinary team. Location:New Delhi Contract Period: Up-to 12 months OVERVIEW In the Indian context, watershed management is a key strategy for sustainable management of natural resources and fighting rural poverty. The project "Strengthening Capacity Building for Decentralised Watershed Management " supports the National Watershed Development Programme for Rainfed Areas of the Ministry of Agriculture. It is designed to strengthen implementation capacity at the national, regional and state levels. THE OPPORTUNITY GTZ seeks to recruit an individual in the capacity of Senior Technical Specialist 'Capacity Building'. The incumbent would be required to build and enhance the capacities of the various project partners, with the aim of identifying and integrating innovative approaches and best practices in capacity development into the national programmes. RESPONSIBILITIES Development and operationalisation of a quality management system for the service providers under large public investment programmes for watershed management / NRM Assist in development and implementation of public-private partnership models for capacity development and improving service delivery under large public investment programmes for watershed management / NRM Establishment and functioning of state level consortium of capacity development service providers under the public programmes for watershed management in selected states Identify and document good practices in capacity development related to the NRM programme Assist in defining terms of reference, selection, and supervision of contracted third parties in carrying out project activities, including performance evaluation Conceptualise, prepare and implement workshops, seminars, and other events on subjects that are related to the defined components of the NRM programme Monitors project progress, reviews reports and documents concerning the project progress, determines bottlenecks and recommends alternative courses of action to the Programme Coordinator Innovation, knowledge management, networking, general management and coordination.
