The study describes how climate change is leading to a rising trend of short but intense spells of rainfall, which is making usable water scarce in India. To deal with acute shortage of usable water for farmers' fields the study concludes that government urgently needs to change its agricultural policy while the scientists seek answers to the weather pattern.
