Sainath, an independent journalist, on how the Pani Panchayat, an initiative promoted by the Orissa State Government, meant to be a community owned and managed system of irrigation water sharing, is being monopolised by the 'upper' and powerful sections of the society for furthering their individual interests, rather than the larger common good.
