This document by the Comptroller and Auditor General of India (CAG) includes an audit report, which highlights issues related to adequacy, effectiveness of programmes, schemes, interventions made by the Ministry of Environment and Forests to tackle important environmental issues like deforestation, biodiversity and pollution control.

 It aims at sensitising policy makers to look at environmental issues with a holistic approach and address deficiencies in programmes/schemes/policies so that the environment can be conserved effectively.

The report contains audit findings relating to the themes of afforestation, biodiversity, pollution control and environmental education.The findings of the audit and the recommendations made in this report are expected to enable the executive to take corrective action as also to frame policies and directives that will lead to improved environmental governance.

The report is divided into the following chapters:

• Chapter 1: Introduction
• Chapter 2: Afforestation
• Chapter 3: Biodiversity
• Chapter 4: Pollution control
• Chapter 5: Environmental education

Chapter 1 provides a synopsis of general audit findings, the significant observations reported in the audits, brief analysis of expenditure of MoEF and the deficiencies in the accounts of autonomous bodies and the follow up of audit reports. Chapters 2 to 5 deal with the findings/observations related to environmental issues arising out of the audit of Ministry of Environment and Forests.
