Construction empties Kashmir's rice bowl: How unplanned 'development' has led to a shortage of this staple crop

Despite a law banning all construction on cultivable rice farms, both the government as well as the farmers persist on construction in these fields. The Agricultural department is trying to help farmers yield higher economic benefits from farming by introducing crop rotation.
