The EU launched the European Climate Change Programme (ECCP) in March 2000. The ECCP has led to the adoption of a wide range of new policies and measures. Among these are the pioneering EU Emissions Trading Scheme, launched on 1 January 2005, which has become the cornerstone of EU efforts to reduce emissions cost-effectively, and the EU legislation in relation to fluorinated greenhouse gases adopted on 17 May 2006.
