coverThe report presents the outcomes of the three-year Andhra Pradesh Relief to Development project of the Aga Khan Development Network whose aim was to improve the capacity of target communities to better manage in times of disaster.

To set in motion a process that would sustain a short-term project, the Aga Khan Development Network drew on guiding principles developed from its experiences of projects in disaster reconstruction and more comprehensive development programs: high-quality community-based interventions, working on multiple fronts, and fostering linkages with strong institutional partners.

At the core of the project’s disaster management and mitigation strategy was the creation of empowered and highly motivated community-based organizations; their participation was critical in shaping and implementing initiatives that would best serve the needs of the vulnerable, particularly women and children.

Draft National Food Security Bill approved by the National Advisory Council

Food Security

The proposed National Food Security Bill aims to provide every person with physical, economic and social access, at all times, either directly or by means of financial purchases, to quantitatively and qualitatively adequate, sufficient and safe food, which ensures an active and healthy life. The issues related to the Draft National Food Security Bill approved by the National Advisory Council (NAC) were taken up for discussion by the Empowered Group of Ministers (EGoM) in their meeting on 11th July, 2011 which approved it. The Bill has to be now ratified by the parliament where it is proposed to be introduced in December 2011 to become law. It would need about 61 million tonnes of grains a year, the bulk of which would be wheat and rice.

The EGoM tried to settle the differences between the views of the NAC and the Food Ministry on the contours of the legislation such as on coverage under the Bill, method to be adopted to ensure food security, amount of food grain required and the implication of the Act on the food subsidy ‘burden’. While the NAC had preferred legal entitlement to subsidised foodgrain for 90 per cent of rural population and 50 per cent of urban population, the Food Ministry was interested in lowering of the legal coverage for rural families. The Bill is now with the Law Ministry.

Monitoring system for incentive programs – Learning from large-scale rural sanitation initiatives in India – A report by the Water and Sanitation Programme

WSPThis report is a part of the Global Scaling Up Rural Sanitation project of the Water and Sanitation Programme, World Bank and focuses on learning how to combine the approaches of Community Led Total Sanitation (CLTS), behavior change communications, and social marketing of sanitation to generate sanitation demand and strengthen the supply of sanitation products and services at scale, leading to improved health for people in rural areas. It is a large-scale effort to meet the basic sanitation needs of the rural people who do not currently have access to safe and hygienic sanitation. This report is one in a series of knowledge products designed to showcase project findings, assessments and lessons learned in the project.

Over the last few years, the concept of open-defecation free communities has emerged as one of the building blocks toward achieving total sanitation. The term ‘access’ is widely used to capture increase in sanitation usage. However, a clean environment is a public good. Hence, there was a need to achieve total sanitation at the community level to realize public health benefits. This has led policy makers and practitioners to adopt strategies that achieve community-wide total sanitation status, which includes the community becoming open-defecation free, and adopting safe hygiene and environmental sanitation practices.
