Decentralised treatment and recycling of domestic wastewater - An integrated approach to water management - A pilot project - CPCB (2008)

This report by the Central Pollution and Control Board (CPCB) describes the various intervention measures chosen to reduce the ecological footprint of the Sangamam housing project at Auroville. These measures include water harvesting, recycling and waste management. 

Auroville is located in Tamil Nadu, south India, about 12 kms north of  Pondicherry and 150 kms south of Chennai/Madras, adjacent to the Coromandel Coast. Auroville’s development is closely related to that of the surrounding villages. The traditional approach to provision of rural water supply in India has been supply driven, with emphasis on norms and targets and on construction and creation of assets, but with very little concern for sustainable arrangements for better management and maintenance of the facilities built. Vaidyanathan Committee Report on Pricing of Irrigation Water - Planning Commission (1992)

The Vaidyanathan Committee was set up by the Planning Commission, to review the existing water rate structure and the extent of subsidy in Government and Public Sector irrigation projects. It suggested the norms for fixing water rates, cost escalation on the Operation and Maintenance (O&M) component of economic water rates, conversion of volumetric supply of water rates from crop-wise and area-wise water rates for different agro-climatic zones. Based on these, it suggested organizational measures including a mechanism for efficient recovery of economic water rates and operating controls for ensuring levy of appropriate irrigation water rates by the States. Read More
