Women at the center of climate friendly approaches to agriculture and water use - A report by the Institute for Agriculture and Trade Policy

IATPThis report by Institute for Agriculture and Trade Policy identifies three principles and two sets of policy-level interventions necessary to enhance water and food security for marginalised communities by drawing on the experiences of the Tamilnadu Women’s Collective (WC), a state-level federation of women’s groups from 1,500 villages, in the context where communities all around the world are struggling to find ways to cope with changes affecting food and water security because of the phenomenon of climate change.

The report argues that many a times, new food and water security policies at the national and international level tend to be narrow, look at each of these issues in isolation and  undermine food and water security strategies adopted by individuals and households from marginal groups. Adaptation strategies to address food security focus almost exclusively on increasing agricultural production, while ignoring health and cultural aspects of the food being produced, and the role of agriculture as a means for rural viability. Gujarat’s agricultural growth story: Reality check and important lessons for water management – A paper by Institute for Resource Analysis and Policy

This paper by the Institute for Resource Analysis and Policy attempts a reality check on the ‘miracle growth’ in Gujarat’s agricultural production by looking at the gross value of the outputs from agriculture over a reasonably long period of time. The agricultural ‘growth’ seen in the recent past in Gujarat is nothing but a good recovery from a major dip in production occurred during the drought years of 1999 and 2000, because of four consecutive years of successful monsoon and bulk water transfer through the Sardar Sarovar project. The real ‘miracle growth’ in Gujarat’s agriculture appears to have occurred during the period from 1988 to 1998.

Groundwater use in Aurangabad – A survey and analysis of social significance and policy implications for a medium-sized Indian city by GW MATE and World Bank (2008)

Aurangabad, a city in central Maharashtra is in a drought prone region, and being a rapidly urbanising town, is facing a lot of pressure on ots water resources. Besides importing water there has been an increasing trend of ground water extraction.

In this context, a survey of groundwater use was conducted as part of a World Bank study on Indian groundwater management. The study was a collaboration between  GW MATE (Groundwater Management Advisory Team) and GRASP (Grass Roots Action for Social Participation), an Aurangabad-based civil society organization working on community-based natural resource management.Read More

India’s water sector: The performance and challenges – A presentation by Himanshu Thakker of SANDRP

Karcham WangtooThis presentation deals with performance of India’s water sector and the challenges therein. The sector is marked by large-scale water development projects like big dams. There has been an absence of a credible assessment of performance of large dams while new ways are being attempted to push big projects such as interlinking of rivers, food security, flood control, Accelerated Irrigation Benefit Project, National Projects, advocacy to increase storage capacities, clean (hydro) energy and climate change.

The presentation discusses the strong push for large hydropower projects these days, while they continue to give diminishing returns. The sector is marked by unviable projects, over development, optimistic assumptions, siltation, inadequate repair and maintenance, Run of the River projects, etc.
