The National Action Plan on Climate Change (NAPCC) is a policy document prepared by the Prime Minister's Council on Climate Change. It gives the direction which India needs to take, to mitigate and adapt to climate change. It has been prepared keeping in mind that India's economic need to tap its natural resources needs to be tempered with the need to maintain ecological balance.
This paper published in the journal Current Science presents the findings of a study has been taken up to quantify the possible impacts of the climate change on the water resources of Indian river systems within the constraints of the uncertainty of climate change predictions. The study uses the PRECIS daily weather data to determine the spatio-temporal water availability in the river systems.
A distributed hydrological model, namely SWAT has been used to simulate all the river basins of the country. The analysis has been performed to evaluate the severity of droughts and floods and thus identify the vulnerable hotspots that may require attention in view of the climate change in various parts of the country
Impacts of climate change and climate variability on the water resources are likely to affect irrigated agriculture, installed power capacity, environmental flows in the dry season and higher flows during the wet season, thereby causing severe droughts and floods in urban and rural areas. The perception about disaster and its management has undergone a change following the enactment of the Disaster Management Act, 2005. The definition of disaster is now all encompassing, which includes not only the events emanating from natural and man-made causes, but even those events which are caused by accident or negligence.

This paper in the Economic and Political Weekly presents the contours of an alternative water policy document by Ramaswamy R Iyer. It sets forth for consideration a broad national perspective on the nature of water and on its prudent, wise, sustainable, equitable and harmonious use. The Ministry of Water Resources is at present engaged in revising the National Water Policy 2002. Iyer is of the opinion that instead of trying to make changes in the 2002 Policy, the Ministry should put it aside and draft a new policy, starting from first principles.
This report by Institute for Agriculture and Trade Policy identifies three principles and two sets of policy-level interventions necessary to enhance water and food security for marginalised communities by drawing on the experiences of the Tamilnadu Women’s Collective (WC), a state-level federation of women’s groups from 1,500 villages, in the context where communities all around the world are struggling to find ways to cope with changes affecting food and water security because of the phenomenon of climate change.
The report argues that many a times, new food and water security policies at the national and international level tend to be narrow, look at each of these issues in isolation and undermine food and water security strategies adopted by individuals and households from marginal groups. Adaptation strategies to address food security focus almost exclusively on increasing agricultural production, while ignoring health and cultural aspects of the food being produced, and the role of agriculture as a means for rural viability. The document has been brought out by the Department of Agriculture and Cooperation and is about a proposed programme to increase agricultural productivity and livelihood security of farmers in rainfed areas. Rainfed areas account for nearly 57 per cent of the agricultural land in India. These areas assume special significance in terms of ecology, agricultural productivity and livelihoods for millions. With proper management, rainfed areas have the potential of contributing a larger share to food grain production. In-fact the potential is such that there is more opportunity for faster agricultural growth here than in irrigated areas.
