The project you are referring to is probably the work of an organisation called NextDrop: http://nextdrop.org/about-us.html

NextDrop is a for-profit company currently working in Hubli, Karnataka on providing mobile phone-based water services to people. According to the above links, this project was started in September 2011, and is a kind of public private partnership with the water utility in Hubli. We recommend getting in touch with NextDrop directly for more information.

I also suggest contacting Sumathi, a consultant with India Water Portal whose MPhil research was a multi-level study of India’s first project in urban water sector reforms under the rubric of Public Private Partnership, where she traced the decision-making process that led to transition of water services from intermittent to 24-hour water supply in Belgaum district of Karnataka.
