QUESTION
Should toilets be grant driven or demand driven?

Mr Modi has promised to invest 2 lac crore on toilets in the next 5 years .

India has now installed around 5 lac new toilets this year and 50% of these are not working or being used . Reasons are many .....

My question is that with a plan to put so many toilets, is there a survey or a comparitive study on the various toilet technologies in practice like the DRDO , wc , septic tank , eco san , sulabh etc. A survey that includes their cost , advantages and disadvantages , long term effects and benifits to sanitation health and economy . Also a survey as to why the toilets built are not being used .

Should there not be a standard that can be followed or/and a reccomendation .The WTO summit talks about grants and gives microfinance, so that people can pay the difference and own a toilet. Should that not be demand driven and not grant driven?

If people in the slums and rural sector can own TV dish and mobile phones,why not toilets? I would your comments and some survey documents too.
