My neighbour has dug an open well in their property. They found a rock after digging 7 meters deep and they have been blasting near the side of the well three or four times, without our permission. We also tried to stop them. Could you please suggest suitable methods for removing the rock and getting water from the open well? What are the approved rules in this case?
