Need expert opinion on borewell motor got struck in mud at 410 ft.

10 years old borewell yielding good water (at Bangalore - Old Madras Road) for 11 months in a year and one month in peak summer water goes down. Total depth 450 ft. borewell cleaned during Nov 15 and to arrest the silt it was put to filter pipes of 125 mm (4 1/2 ") Casing pipe 6 " upto 170 ft. Filter pipe went upto 440 ft Motor / HDPE pipe lowered upto 400 ft and motor 8 ft. Initial water was good and again muddy water started pumping out. Now it appears motor got struck again. Because Amps shows at 30, no water pumped out. Tried lifting manually, unable to lift. Pressure cleaning inside filter pipe also not possible as borewell mechanics told two hope pipe cannot be inserted in the PVC filter pipes.

How to lift the motor? How to clean inside filter pipes? Expert opinion is sought on the above.
