Excess water diversification to drought area: Is this possible?

I m citizen of Mumbai and I have a suggestion regarding effective usage of excess water during monsoon. I live in central Mumbai,Dadar, where in monsoon its a frequent issue of water logging in our area. If heavy rains come in our area for even15-20 minutes, water logging happens of around 1 to 3 feet. In Mumbai we get a heavy amount of rain which does not help in agriculture terms except climate control. And we do not use this dirty excess water which BMC diverts this sea.

I have suggestion: To identify free land for water storage in this frequent water logging areas, so when heavy rains occur, water can be diverted to this storage areas and then transport this water rt through railways, to drought areas of other parts of the state for agricultural need.

As an example,  in Dadar we can use closed textile mills land for water storage and use nearby railway infrastructure to transport & supply water to drought place within span of 600 km like Marathwada areas, where rain is very poor. In Rajasthan, there are lots of places where daily or weekly trains with water tankers arrive to provide basic water necessities.

This will help the government, in the following manner:

  • Excess water from water logging area will cleared asap.
  • In drought areas, people will get water for daily & agriculture needs.
  • Government Subsidies & incentive packages like expenses would reduce as only water transport & supplying cost would incurred.

And as this activity is seasonal so there will be no regular cost involved. Please let me know your thoughts and ideas on the same and correct me if some changes needed.
