(a) whether it is a fact that a recent study by the Central Ground Water Board (CGWB) had indicated that the ground water in over 200 districts of the country has a high level of flouride and arsenic, posing a big public-health hazard;

(b) whether it is also a fact that among 184 districts across 19 States, Rajasthan is the worst placed with all its 32 districts at risk, while Orissa and Gujarat have 18 districts in the danger list, as revealed in the CGWB website; and

(c) if so, the steps Government has taken to address the problem?

(c) whether these scientists have suggested that to ensure availability of minimum fresh water to the people, there is an urgent need for paradigm shift in water policy; and

These include circulation of manuals and guides, Model Bill to enable States/Union Territories to enact suitable legislation for regulation and control of ground water development and management, constitution of `Artificial Recharge of Ground Water Advisory Council`, preparation of Master Plan for artificial recharge to ground water, carrying out of studies on artificial recharge of ground water, organisation of mass awareness and training programmes for stakeholders on rain water harvesting and artificial recharge and implementation of `Artificial Recharge to Ground Water through Dugwells` for augmenting the ground water resources in Over-exploited/Critical/Semi-Critical areas.

Methods of ground water recharge include measures such as, watershed management, check-dams, restoration/rejuvenation of water bodies, etc.

(c)&(d) As per available information, 22 States/Union Territories have made roof top rain water harvesting mandatory. The feedback received from Tamil Nadu has indicated that an appreciable rise in the water levels ranging from 0.5 meter to 12 meter has been observed in the vicinity of the recharge structures.

(d) & (e) As per report of CGWB, seven out of nine districts of NCT Delhi are over-exploited. The measures taken for management and development of ground water resources in NCT Delhi include the following:- Notification of South and South-west districts of NCT Delhi by Central Ground Water Authority (CGWA) for regulation of ground water development and management. Digging of new ground water abstraction structures in these areas without prior permission of CGWA, is prohibited.

Implementation of demonstrative rain water harvesting and artificial recharge projects during IX Plan in various parts of the city. Organization of Mass Awareness and Water Management Training Programmes. Development of tubewells/exploratory wells.

(a) The Ministry of Water Resources (MOWR) (erstwhile Ministry of Irrigation) and Central Water Commission (CWC) formulated a National Perspective Plan (NPP) for Water Resources Development in 1980 envisaging inter-basin transfer of water from surplus basins to deficit basins/areas which comprises of two components, namely, Himalayan Rivers Development Component and Peninsular Rivers Development Component. National Water Development Agency (NWDA) was set up under the MOWR in 1982 for carrying out various technical studies to establish the feasibility of the proposals of NPP and to give concrete shape to it. Based on various studies conducted, NWDA has identified 30 links (16 under Peninsular Component & 14 under Himalayan Component) for preparation of Feasibility Reports (FRs). Out of these, FRs of 14 links under Peninsular Component and 2 links (Indian Portion) under Himalayan Component have already been completed. Further, work of preparation of Detailed Project Report (DPR) of one of the link in Peninsular Component Namely Ken-Betwa link has been taken up by NWDA.

(b) & (c) At present, no interlinking project under NPP is under implementation. Their implementation depends on the consensus and cooperation of the concerned States and agreements with the neighboring countries.

DETERIORATION OF WATER QUALITY IN PUNJAB

(c) if so, whether the Central Government is planning to extend some assistance to ensure that food production in the State does not suffer?

(a) Yes Sir. The water table in Punjab is dwindling rapidly. As per the latest ground water resource assessment carried out jointly by Punjab State and Central Ground Water Board (as on 2004), out of 137 blocks in the State, 103 blocks have been categorized as over-exploited where the annual ground water extraction exceeds the annual availability of ground water resources and significant decline in long term ground water level trend has been observed. Higher values of Nitrate concentration have been reported from isolated patches in some of the districts of Punjab. A study carried out during 2007-2008 in district of Jalandhar could not establish the effect of use of fertilizer in agriculture on ground water quality. The observations of the study were based on the concentrations of Nitrate and Potassium.

(b) & (c) The Government of Punjab has requested in February 2008 for arranging one time financial assistance of Rs. 950 crores for anti-water logging measures in Muktsar, Ferozpur and Faridkot districts of Punjab which inter-alia include the relining of Rajasthan Feeder Canal and Sirhind Feeder Canal. The Government of Punjab has been advised to prepare a Detailed Project Report for these measures and submit it to the Central Water Commission (CWC) for techno-economic appraisal and for further submission to the Advisory Committee for Irrigation, Flood Control & Multipurpose Projects under Ministry of Water Resources for approval and the investment clearance from Planning Commission so that the project could be considered for central funding. So far no project report from the State Government has been received.

(b) & (c) An Inter-State meeting was taken by Secretary, Ministry of Water Resources (MoWR) with the officers of the Cauvery basin states on 29.6.98 regarding drinking water supply schemes of Karnataka and Tamil Nadu where representative of Karnataka and Tamil Nadu were also present. While concluding the meeting, Secretary (WR) expressed the hope that both the Governments will act in concert in their own interest and not object to the schemes of one another especially those involving drinking water supply in view of the fact that as they are expected to be operated within their allocated share. He further mentioned in the meeting that if the Govt. of Tamil Nadu will withdraw its objections, the Govt. of Karnataka will abide by the conditions laid down in the letter of concurrence issued by the Ministry and it will facilitate clearance of the Hogenakkal Water Supply Scheme of Tamil Nadu. Thereafter, the clearance of MoWR for utilisation of 1.4 TMC of Cauvery water for the Hogenakkal Water Supply and Sanitation Project subject to certain conditions was conveyed to the Govt. of Tamil Nadu vide letter dated 21.9.1998, the copy of which was also sent to the Govt. of Karnataka.

(a) & (b) The Ministry of Urban Development have informed that the Ministry of Urban Development has not initiated any study on the requirement of water for household purpose including drinking water in urban and rural areas of the country. However, the National Commission for Integrated Water Resources Development Plan (NCIWRDP) in its report has projected the estimates of total annual water requirements for various scenarios. As per the report of NCIWRDP, the total annual water requirement for the year 2050 for domestic and municipal use have been worked out to be 90 billion cubic metre (BCM) in low demand scenario and 111 BCM in high demand scenario.

(c) & (d) The average annual precipitation is estimated as 4000 Billion Cubic Metre (BCM) in the country. After accounting for the natural process of evaporation etc., the average annual water availability in the country is assessed as 1869 BCM. It is estimated that owing to topographic, hydrological and other constraints, the utilizable water is 1123
BCM which comprises of 690 BCM of surface water and 433 BCM of replenishable ground water resources. 629 BCM of water is being utilized for diverse purposes. With a view to optimally utilize the available resources, several measures for development and management of water resources are undertaken by the respective State Governments which include creation of storages, restoration of water bodies, rain water harvesting, artificial recharge to ground water and adoption of better management practices etc. Storage capacity of about 225 Billion Cubic Metre (BCM) has been created so far. As per present assessment, the total estimated storage capacity of the various projects under construction is about 64 BCM. Further, the State Governments have identified various other schemes for investigation and planning and the estimated storage for such schemes is about 108 BCM. State Governments conceive, plan and implement major, medium and minor schemes (both surface and ground water) for utilization of water resources. Government of India is providing central assistance to the State Governments through various schemes/programmges, such as Accelerated Irrigation Benefits Programme (AIBP); Command Area Development and Water Management (CADWM) Programme; National Project for Repair, Renovation and Restoration of Water Bodies directly linked to Agriculture etc. The Ministry of Water Resources encourages conservation of water including measures such as traditional water conservation practices, rainwater harvesting and recharge to ground water and adoption of better management practices. In order to improve the urban drinking water supply services in the country. Ministry of Urban Development has initiated a reforms - linked programme called Jawaharlal Nehru National Urban Renewal Mission (JNNURM) under which additional central assistance is made available to 63 selected cities. JNNURM is initiated to encourage reforms for sustainability and fast track planned development including renewal of existing drinking water supply systems and execution of new schemes for drinking water supply so as to mitigate shortages and inequitable distribution of water supply in urban areas. A similar programme called Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) has also been launched by the Government of India along with JNNURM, for the improvement of water supply services in small and medium towns and cities not covered under JNNURM.

(a) & (b) The Government of India had declared the Year-2007 as `Water Year` with the focus on developing consensus on appropriate measures including legislation on better management of the water sector including participatory irrigation management, regulated use and conservation; timely completion of irrigation projects and maintenance of existing projects to ensure water availability to farmers; awareness programmes for the masses; organization of conferences, workshops on important development and management issues etc. During the Year, 2007, various activities were undertaken by the Ministry of Water Resources which include campaign on conservation of water, organizing of mass awareness programmes and water management & training programmes, demonstrative recharge projects, institution of a National Water Award and Bhoomijal Samvardhan Puraskars, holding of meeting of the `Artificial Recharge of Ground Water Advisory Council, organization of National Congress on Ground Water, Farmers Participatory Action Research Programmes (FPARP), release of Postage Stamp on the subject of Water, participation in festivals, fair and mass awareness programmes etc..

(c) & (d) The subject of water quality is already included in Chapter 9 - Environment and Climate Change of Eleventh Plan Document (Volume I), which was discussed in the 54th meeting of the National Development Council.

(a) to (d) The report/findings of Central Ground Water Board regarding ground water situation in Andhra Pradesh indicate that:

(i) the quality of shallow ground water in the coastal tracts of Andhra Pradesh varies widely from fresh to saline, while ground water in deeper aquifers is generally saline. In East Godavari, West Godavari, Krishna, Nellore and Prakasham districts also ground water in deeper aquifers has been found to be saline.

(ii) Salinity in ground water has been observed in shallow as well as deeper aquifers in western part of Kurnool district and central part of Guntur district.

(iii) Fluoride concentration beyond 1.5 mg/litre has been observed in parts of Nalgonda, Prakasham, Anantpur, Kadapa, Mahaboobnagar, Krishna, Kurnool, Rangareddy, Karimnagar and Guntur districts.

(iv) Iron concentration in excess of 1.0 mg/litre has been reported from Chittoor, Kadapa, Rangareddy, Hyderabad, Karimnagar and Medak districts.

(v) No arsenic contamination has been reported so far in the State.

(vi) The data available with Central Ground Water Board is shared with State Government to facilitate the process of remedial measures to be taken in view of the situation arising out of contamination of ground water.
