Sustainable groundwater management – Report of the Working Group of the Planning Commission for the 12th Five Year Plan
This is the report on “Sustainable Groundwater Management” by the Working Group set up by the Planning Commission as a part of the process to prepare the 12th Five Year Plan. The existing methodology of groundwater resources assessment is appropriate and suitable for country-wide groundwater resources estimation, considering the present status of database available with the Central and State agencies.

Interstate river water disputes (IRWD) act (1956) and its legal provisions

This paper elaborates the techno – legal aspects of Interstate river water disputes act – 1956 which was enacted to resolve the water disputes among the basin states of an interstate river / river valley. This Act’s main purpose is to protect the interests of a downstream state when water resources available in an upstream state are put to additional use.
Interstate River Water Disputes Act – 1956 (IRWD Act) was first enacted on 28th August, 1956 by Indian parliament on the eve of reorganization of states on linguistic basis to resolve the water disputes that would arise in the use, control and distribution of an interstate river or river valley. This Act further has undergone amendments subsequently and its recent amendment took place in 2002. It also validates the previous agreements (if any) among the basin states to harness water of an interstate river/ river valley.

National Water Policy - An alternative draft for consideration by Ramaswamy R Iyer - Economic and Political Weekly
This paper in the Economic and Political Weekly presents the contours of an alternative water policy document by Ramaswamy R Iyer. It sets forth for consideration a broad national perspective on the nature of water and on its prudent, wise, sustainable, equitable and harmonious use. The Ministry of Water Resources is at present engaged in revising the National Water Policy 2002. Iyer is of the opinion that instead of trying to make changes in the 2002 Policy, the Ministry should put it aside and draft a new policy, starting from first principles.

This report by Institute for Agriculture and Trade Policy identifies three principles and two sets of policy-level interventions necessary to enhance water and food security for marginalised communities by drawing on the experiences of the Tamilnadu Women’s Collective (WC), a state-level federation of women’s groups from 1,500 villages, in the context where communities all around the world are struggling to find ways to cope with changes affecting food and water security because of the phenomenon of climate change.
The report argues that many a times, new food and water security policies at the national and international level tend to be narrow, look at each of these issues in isolation and undermine food and water security strategies adopted by individuals and households from marginal groups. Adaptation strategies to address food security focus almost exclusively on increasing agricultural production, while ignoring health and cultural aspects of the food being produced, and the role of agriculture as a means for rural viability.
