National action plan on climate change (NAPCC) and supporting mission documents (2008-11)
The National Action Plan on Climate Change (NAPCC) is a policy document prepared by the Prime Minister's Council on Climate Change. It gives the direction which India needs to take, to mitigate and adapt to climate change. It has been prepared keeping in mind that India's economic need to tap its natural resources needs to be tempered with the need to maintain ecological balance.

The report gives the groundwater potential of different districts of the State on watershed basis and also information about the semi-critical, critical and over-exploited watersheds.

These reports present the findings of a study on “Snow and Glacier Studies” taken up by the Space Applications Centre, Indian Space Research Organisation (ISRO) and executed in collaboration with fourteen research organizations and academic institutions of the country, at the behest of the Ministry of Environment and Forests.
Snow cover for the entire Indian Himalaya has been monitored for four consecutive years from 2004-05 to 2007-08. Himalayan mountains contain important natural resources of frozen fresh water in the form of snow and glaciers. These glaciers are unique as they are located in tropics, high altitude regions, predominantly valley type and many are covered with debris.
The great northern plains of India sustain on the perennial melt of snow and glaciers meeting the water requirements of agriculture, industries, domestic sector even in the months of summer when large tracts of the country go dry. Therefore, it is important to monitor and assess the state of snow and glaciers and to know the sustainability of glaciers in view of changing global scenarios of climate and water security of the nation. Any information pertaining to Himalayan glaciers is normally difficult to be obtained by conventional means due to its harsh weather and rugged terrains.

There is an ongoing programme to extend the benefits of the green revolution to the eastern parts of the country. The states of Assam, Bihar, eastern U.P, Chattisgarh, Jharkhand, Bengal, Orissa were allocated extra funds in the last year for this purpose. This year (2011-12) too, the Union Budget has allocated additional Rs.400 crore for the same purpose. The money will be utilised according to a plan created by these states. The plan is to address the main constraints impeding the growth of agriculture. The short and medium term plan focuses on water management, efficient power and other input utilisation. Also the creation and maintenance of agricultural assets like wells is also looked into.
The planning was done so that non-National Food Security Mission (NFSM) districts are mostly chosen. These constitute 54 % of the total districts (97 out of 183). Also, clusters of villages comprising of 1000 hectares land were made in most cases. Such clusters would expedite execution, monitoring and create visible impacts.
Addressing the water crisis in Gujarat, India - A report by Columbia Water Center
The paper from Columbia Water Center is on the ground water crisis occurring in the Mehasana region, an area in the northern part of Gujarat. A large number of farmers and well operators were interviewed in the process. Data was also collected from the power utility that supplies power to this region. Along with this the climatic peculiarities of the region, farmers and well users perceptions on ground water management and use were also collected. The study concludes that the current rate of ground water exploitation is untenable both for the state and for the farmers of this region. The study is the first step in the Centre's plan to draw out a plan to design policy options on water use that are sustainable.
