On India Water Portal, there are several documents and essays regarding the floods in Bihar. You can search on "Floods"," Bihar", "Dinesh Mishra" "Eklavya Prasad", "Embankments"
There are books written by Dinesh Mishra and others ("Drowned and Damned" is one of them, Dinesh Mishra's new book on this topic will soon be released in a few days).
You can also try Peoples Science Institute's website as they have been doing some work on this.
Being in Patna I am sure you will get access to many more resources by talking to local people and NGOs invovled in the flood work
