Role of Local Municipality

I have a query regarding the "THE WEST BENGAL GROUND WATER RESOURCES (MANAGEMENT, CONTROL AND REGULATION) ACT,2005"
- After getting the permission of the District Level Athority(DLA) regarding sinking of deep tube-well,is there any need to get permission from Municipality?
- Is Municipality authorised to grant permission?
- Is the District Level Authority's(DLA)permission final?
- After DLA's permission can the Local Municipality charge additional fees for giving permission?
- If after DLA's permission, Municipality charges additional fees what should we do?
I would be very grateful to you if you answer my queries as soon as possible
