I Need the information about the availability of Groundwater for Digging of Borewell

The ground level water map seems to indicate that in most parts of India, the depth to water level is just 5-10m bgl. I am surprised, because, in places like Bangalore where I stay, people dig borewells extending to 1000 ft just to find traces of water. Is my understanding of the unit in the map wrong?
